The border news agency reports police surprised a group of people they suspected of criminal activity at a house. That was around 10 a.m. The shooting didn't stop for more than three hours.
Gunfire rang out as a reporter spoke during an emergency news break on Tijuana's Channel 12. Police told people who live in the area to stay on the floor. TV reports showed police evacuating children from school as hundreds of soldiers streamed into the area.
Tijuana news agencies say police detained four people. The shootout comes just three days after gunmen went on a rampage in the city. They killed three high-ranking policemen and one of the agent's wives and young daughters.
