An independent investigation determined there was no favoritism when two La Mesa police officers drove drunken Mayor Art Madrid and a city employee to the mayor's home.
The report by San Luis Obispo-based James Gardiner Associates cleared the officers of any wrongdoing, saying they didn't violate department regulations or the law.
City Manager Sandy Kerl, who hired the firm because of allegations of special treatment, says the report won't be made public.
Officers Dan Herrin and Jacob Whisler responded to a 911 call on Feb. 20 and found city finance employee Trisha Turner slumped over behind the wheel of Madrid's sport utility vehicle. The 73-year-old mayor was lying on the sidewalk.
They were driven by officers to the mayor's home a block away and weren't cited or given sobriety tests.
