Doug Myrland: According to the San Diego Union-Tribune, now that the winter homeless shelters have closed at least 400 people are now out on their own. The U-T also reported that the system of shelters for homeless people that was in place until last month cost less than $500 thousand. Those don't seem to be huge numbers of people or dollars, considering the scale of our community. So why does the problem persist? Is there anything unique or special about San Diego's homeless issues? Why can't we find effective models from other communities and implement them?
