The fate of a proposed outdoor public gathering space and live music venue in the East Village could be determined Wednesday at a meeting of the Civic San Diego Board of Directors.
A retired Air Force officer has appealed the tentative approval of a conditional use permit for Quartyard II, which would be located at 1301 Market St. The original Quartyard, a sort of hipster hangout around 500 feet away, was shut down as scheduled in June to make way for a mixed-use development.

The replacement would include a music stage, tables, games, an off-leash dog area, and food and beverage services operating out of shipping containers.
A Civic San Diego hearing officer approved a conditional use permit last month with the proviso that live entertainment conclude by 10 p.m. Sunday through Thursday, and 11 p.m. on Fridays and Saturdays. The permit also limits events featuring live entertainment to eight times a month and 48 times a year.
The directors of the agency that handles development issues in certain parts of the city will hear an appeal that contends that the facility, with outdoor music and alcoholic beverage sales, would be incompatible with a residential area and design goals for the neighborhood.
The appeal also pointed to a San Diego Police Department recommendation that live music and alcohol sales be prohibited in the new location. Civic San Diego staff said the SDPD's concerns were taken into consideration by the hearing officer.
Quartyard II, if given final approval, would operate under a three-year lease — after which Civic San Diego staff believes the lot will be ready for redevelopment.
