Signature gathering has begun on two initiatives that would require parents to be notified before an "unemancipated" minor girl could get an abortion. California voters have rejected three similar measures in recent elections.
Three dozen other states require parental notification or consent before a teen can get an abortion. But California voters haven't supported the concept.
That hasn't deterred proponents, who are determined to give it another shot.
Vince Hall is a vice president with Planned Parenthood of the Pacific Southwest.
"This would be the fourth time in six years that such an initiative was placed before the voters," Hall pointed out. "So we think that maybe we need a 'three strikes and you're out' policy for ballot initiatives."
San Diego Reader publisher Jim Holman is part of a committee that's backing the parental notification effort. He was one of the main underwriters for the previous initiatives.
