President Cites Progress, Setbacks in Iraq

President Bush on Thursday said Iraqis have made some progress on the security benchmark, even though they fell short on others.

The president said that establishing security is the first, essential step. He said having better security will enable the new government to focus on meeting the other political and econmomic goals in the future.

The president also seemed to be more flexible on the issue of troop levels, although he said he will make no changes before Gen. David Petraeus' report in September.
