French President Nicolas Sarkozy has launched an environmental initiative he says will put France in the lead of efforts to reduce global warming.
Among his proposals: a massive investment program to develop energy-efficient buildings and vehicles; a ban on incandescent light bulbs; and expansions and improvements to the rail system.
