San Diego Gas and Electric presented a plan to the Public Utilities Commission this week which would allow the provider to levy a separate charge to solar owners to use the electric grid when there is no sunshine. The separate charge would compensate SDG&E for revenue lost from these customers. Critics say it would kill the solar industry, and solar users are astonished at the possibility of this new charge.

Gov. Jerry Brown said in his State-of-the-State address this week that the state was healing from its deep recession, but unless there were to be more deep cuts in services and education next fiscal year, there would have to be temporary tax increases on the wealthy and a half-cent sales tax increase.

San Diego's four front-running mayoral candidates finally got on the same stage for a debate last week. They staked out their positions on public employees' pensions and touted their strengths, while their competitors brought up their weaknesses. So, we ask, who's on first?
