As the city of San Diego approves a plan to reverse the police budget cuts in recent years, a new SANDAG study finds that with public safety budgets down the number of arrests in San Diego county have decreased as well.

The statistics indicate that crime fighting is a complex endeavor and that law enforcement agencies around the county have had to adapt to shrinking budgets.
