As punishment, Admiral Harvey recommended that the Secretary of the Navy send letters of censure to Captain Honors, and make this censure part of his permanent military record. Three others received this same recommended punishment: Captain John Dixon, who was the Executive Officer of the Enterprise between 2007 and 2009; Rear Admiral Lawrence Rice, who was Commanding Officer of the Enterprise between 2005 and 2007; and Rear Admiral Ron Horton, who served as Commanding Officer of the Enterprise from 2007 to 2010. According to Syracuse, New York TV station WSYR, the letters of censure could lead to courts martial.
