One day after President Bush visited to deliver his State of the Union address, Congress moved on to its regular business. The House wrangled over a resolution to give five delegates from the District of Columbia and U.S. territories the right to vote on the House floor, as long as their votes don't determine anything.
And the Senate debated whether to attach tax breaks for small businesses to a measure to increase the minimum wage. In short, it was business as usual. President Bush presented little in the way of initiatives last night that lawmakers felt they needed to address right away.
