Samuel Fischer is a polygamist.
He is moving to Lockney, Texas, with his two wives and more than 20 children.
He also brings with him a thriving cabinet-making business that could create as many as 100 jobs in the small, panhandle town.
Lockney has a population of only 2,000. Residents are concerned that Fischer, a member of the Fundamentalist Church of Jesus Christ of Latter Day Saints, will start up a local branch.
