In the past few months, several blue-ribbon commissions have reported on ways to improve disabled veterans' access to benefits and health care.
Now, the biggest commission yet — one set up by Congress nearly three years ago — makes its report. It finds that the current system is broken, out-of-date and unable to best treat some of the more frequent injuries of the current war: post-traumatic stress disorder and traumatic brain injuries.
