Tom Fudge: It's budget time in the city of San Diego, and you can imagine, given the economic hardships associated with the pension fund deficit, cuts will be made. That's true. But you need to really use your imagination to get the full picture. The general fund of the City of San Diego is actually increasing to about $1.2 billion.
