Permit for Foothills Toll Road Rejected

After six hours of testimony, the San Diego Regional Water Quality Control Board voted 3-2 last night to reject a permit for the proposed Tesoro extension toll road north of San Diego.

The San Diego Regional Water Quality Control Board narrowly rejected a permit for a five mile section of the Foothills toll road just north of the San Diego County line.

The Orange County-based Transportation Corridor Authority said the five-mile extension would ease congestion on Interstate 5 near Mission Viejo.

But three Water Quality Board members agreed with opponents, who said the extension was a piece of a larger plan that would ultimately take the toll road through the pristine San Onofre State Park.

One board member said it was like voting on one-third of a bridge, knowing the other two-thirds would have to follow to complete the bridge.
