Tom Fudge: On Sunday, the Mayor of Tijuana will run for the Office of Governor of Baja California. Jorge Hank Rohn's candidacy was challenged on a technicality. But a federal commission ruled that he is free to run.

Rohn is a member of the PRI party that ruled Mexico for many years. His chief opponent is a former Tijuana mayor named Jose Guadalupe Osuna Millan. Millan is a member of the PAN Party, which has been in the governor's office in Baja for many years. If Hank Rohn wins this one, it will be seen as a boost for the PRI party. To win, the current Tijuana mayor will have to do it, despite a broad reputation for alleged corruption.
