San Diego County's Grand Jury wants community colleges to adopt stronger ethical guidelines. But the leader of San Diego's Community College District says she has some issues with that. KPBS Reporter Ana Tintocalis has more.
The grand jury investigated the conduct of community college governing boards after a series of ethical lapses surfaced at Mira Costa, Grossmont-Cuyamaca and Southwestern colleges.
Now the group wants every community college in the county to adopt ethical guidelines , such as term limits for trustees and caps on election contributions.
But Chancellor Constance Carroll says that’s not going to happen at San Diego's Community College District.
She says its up to the voters if they want term limits, and the state determines campaign contribution reform.
Carroll: We are part of statewide system in which (community college) districts don't have campaign limits. And if there is interest in making such limitations, then that should take place at a statewide level, but by some local county.
Carroll says the grand jury is also recommending ethical rules her district already has in place. She also feels the jury didn't pay close enough attention to what’s happening in her district.
Carroll: Our district is a proud district. We don't ever mean to say that we're better than a citizen’s panel. But the fact remains that in the San Diego Community College District, we have a good thing going.
The head of the county's grand jury was not available for comment. Community colleges across the county have until the end of this month to reply to the recommendations.
