San Diego County needs to hire mass amounts of teachers by the year 2015 because student enrollment is expected to grow and more teachers will retire. But finding and training those teachers might be difficult. Local teachers union leaders say the state's budget problems and the news of layoffs are turning prospective teachers away.

Author Melissa Eiler-White hopes state education officials and legislators take notice of these troubling trends.
Eiler-White:
Kids need good teachers. And ensuring every school district has a good teacher, in part, depends on ensuring there's a balanced teacher labor market.
Eiler-White says research shows most teachers want to work in their hometowns. That's why she believes one way counties can recruit more teachers is by investing in local programs.
