Maureen Cavanaugh: Public colleges and universities in California are busy tightening their belts as tens of thousands of qualified applicants are being turned away to overcrowded community colleges. Meanwhile, private universities across the country are completing for fewer and fewer "elite" students to boost their images and their bottom lines. Is this anyway to run a system of higher education? My guest says no, and he's already told Congress and President Obama that big changes need take place in the priorities of our colleges and our education dollars.
