Two bills that would tweak California’s budget process are headed for the Assembly floor after passing the Budget Committee Wednesday.
One measure by Democratic Senator Lois Wolk would require the state to use what’s called “performance-based budgeting.” That’s where each department sets its goals and creates methods to evaluate whether those goals are met.
“Taxpayers want performance and they want results and they want transparency,” Wolk said. “We need to do all of that, and performance-based budgeting does just that.”
The other bill would require each budget to list line-item expenses and revenue sources for two years at a time, though the state would continue to pass a spending plan every year.
The governor’s Department of Finance said it’s not ready to support either measure yet, but is working on both of them with lawmakers.
