Gov. Gavin Newsom this week signed into law a bill that promises to protect California consumers from scam robocalls.
The bill, authored by Democratic state Sen. Ben Hueso, requires telecom providers to implement software that identifies the bogus calls by no later than 2021.
Friday Hueso — who represents the 40th District, which includes south San Diego and Imperial counties — applauded Gov. Gavin Newsom for signing the bill.

"Our phones shouldn’t be a vehicle for which people are defrauded," Hueso said. "We want to protect the consumer from fraud just the same as somebody would get robbed in the street — there’s no difference."
Hueso said Californians receive some of the highest numbers of robocalls in the nation. The law also calls for California Public Utilities Commission to work with the state attorney general's office to go after these illegal scams.
The FCC said these unwanted calls are by far the biggest complaint it gets from consumers.
