Political tensions are high in Guatemala as the nation's Nov. 9 presidential elections approach. Former dictator Gen. Efrain Rios Montt hopes to regain power, 20 years after presiding over a bloody period in the country's history. Rios Montt was accused by rights groups of ordering the massacres of thousands of Maya Indian peasants. However, Rios Montt is trailing third in the polls, behind business candidate Oscar Berger. NPR's Gerry Hadden reports.
