Hopes For Climate Solutions Dim At G-8 Summit

The G-8 meeting in Japan this week was supposed to be a major milestone for talks on global warming. Instead, the process has bogged down. The Bush administration won't commit to major steps without participation by China and India. And those nations won't move until the U.S. does. Strategists expect little of substance from the meeting in Japan and are trying to figure out whether it will be possible to negotiate a new climate treaty by the end of 2009, as the U.N. has planned.
