National Security Adviser James Jones says he and President Obama will seek other nations' help in Afghanistan when they embark on a trip to Europe for a series of meetings this week.
"We have to rebuild a lot of relationships. We have reached out to everyone that we possibly can," Jones tells Steve Inskeep.
With the question of European troop commitment in Afghanistan still open, Jones says the U.S. focus in conversations with other nations will be on potential civilian aid, such as agricultural planning and judicial reform.
"We're trying to put a three-legged stool together," Jones says. "We have done the security leg pretty well, but we haven't done the other two legs — that is, economic development, and rule-of-law and government."
