Congressman Emanuel Cleaver of Missouri is one of six lawmakers who met Monday with Cuban President Raul Castro.
Cleaver says that Castro indicated he wants to begin talking with the U.S. government about normalizing relations between the two nations.
"The Cubans are ready for the relationship between the United States to be thawed," Cleaver tells NPR's Melissa Block. "They view the blockade as having had little impact in terms of the U.S.'s desire to isolate Cuba."
