The federal government wants to change the way the nation's air-traffic control system is funded. Instead of taxes on passenger tickets, the Federal Aviation Administration is proposing moving to user fees and fuel taxes, and making airlines pay a premium for using congested airports.
Details of the changes were announced on Wednesday at a Congressional hearing. The move is opposed by private aviation groups and is questioned by many lawmakers.
