FEMA Apologizes for Phony Fire Briefing

The Federal Emergency Management Agency is apologizing for holding a phony news conference on the California wildfires earlier this week in Washington, D.C.

On Tuesday, FEMA Deputy Administrator Harvey Johnson held a briefing to discuss the agency's performance during the wildfires. He took questions from what seemed to be reporters, but it turns out they were FEMA staffers.

Johnson now says FEMA made an "error in judgment."
