State officials are expanding the marine conservation program to Southern California. But there's disagreement over how large those reserves should be. KPBS reporter Ed Joyce has details.

The reserves are an effort to build up declining numbers of dwindling fish species by restricting fishing and other activities. Some people are concerned the reserves will be too large and too many restrictions will hurt recreational and commercial fishing businesses.

Kate Hanley with San Diego Coastkeeper says it's a challenge finding a balance that everyone can agree on.

Hanley : Even if you're at opposite ends of the table, we're all working towards the same common goal Which is we would like a sustainable ocean heritage for future Californians. We all want there to be a thriving, healthy ocean ecosystem out there and that's both from the environmentalist side of things as well as from other users of the resource.

Scientists say the reserves have helped increase marine populations. California Resources Secretary Mike Chrisman says officials plan to start reviewing the coast from San Diego to Santa Barbara county.
