As the City Council members of 2009 get sworn in San Diego is saying farewell to some veterans at City Hall. Councilman Scott Peters has represented District 1for 8 of "interesting times", the city of San Diego has seen federal investigations, councilmembers convicted of corruption, a transfer to a strong mayor form of government and plenty more.
