CALTRANS Plans For Crossing Lagoons In I-5 Expansion

The expansion of I-5 north is controversial, partly because the freeway crosses six lagoons on its way up the coast.

Project manager, Alan Kosup of Caltrans, said new plans are on the table that could actually improve the lagoon environment, while expanding the freeway by four lanes.

“One way is to provide longer bridges in three of the lagoons,” he said. "That allows better flow of water. The second way is restoration of new habitat, and the third way is to improve bike and pedestrian connectivity in those areas.”

Kosup said the improvements are part of a $6 billion dollar plan to improve transportation up and down the coast from La Jolla to Oceanside over coming decades.

The public can comment over the next 45 days on the part of the plan that affects the lagoons. There will be a public meeting in the Encinitas Community Center Wednesday Sept. 19 to describe the proposals and solicit feedback.
