New U.S. border plan brings concern for Mexican's rights

DHS's new policy largely repackages existing programs. Though, it does call for beefed up interior enforcement and authorizing local authorities to enforce immigration laws.

Mexico's Secretary of Exterior Relations has asked consulates to watch for any violations of Mexican citizens' rights resulting from the new plan.

Luis Cabrera is consul general in San Diego. He says migratory reform that solely emphasizes law enforcement carries risks for Mexicans in the United States.

Cabrera: "Any serious approach has to take into account not only law enforcement aspects, but also create a legal framework to allow a legal, safe migration according to reality."

DHS officials say the enforcement plan will complement a guest worker program. Amy Isackson, KPBS news.
