Lopez says they've had to reduce their number of scheduled runs.
Skeptics including Lopez say there's no way U.S drivers filling up on diesel in Tijuana have caused the shortage. He and others say instead Mexico's gas company, PEMEX, has had delivery problems.
Pemex officials could not be reached for comment.
