Police in the Mexican border city of Juarez are investigating a jail riot Monday night in which 17 people were killed.
Police suspect guards may have helped inmates sneak weapons inside the Juarez municipal jail.
According to a city spokesman, Monday night's riot was a battle between two rival gangs. Seventeen inmates died from gunfire.
State police are reviewing surveillance videos and questioning officers who worked the night shift officers.
Juarez police chief, Julian Leyzaola, scheduled a press conference Tuesday to discuss the riot -- instead he surprised reporters with charges that federal police opened fire on his vehicle as he was arriving at the scene of the riot. No one was injured.
The Juarez city government has demanded an investigation into the matter.
