Dozens of bullets hit the car in which four people were killed near Tikrit on Jan. 3. One passenger survived by ducking below the dashboard.

The shooting deaths of four Iraqi civilians on a highway near Tikrit have stirred anger in the city and shaken efforts to build residents' trust in Iraqi police working with U.S. commanders. Tikrit police are convinced American soldiers -- though not locally based -- fired the fatal shots, but the U.S. military says it has no record that its troops were involved. NPR's Emily Harris reports.
