The shooting deaths of four Iraqi civilians on a highway near Tikrit have stirred anger in the city and shaken efforts to build residents' trust in Iraqi police working with U.S. commanders. Tikrit police are convinced American soldiers -- though not locally based -- fired the fatal shots, but the U.S. military says it has no record that its troops were involved.
