Iraqis, U.S. Maneuver on Power Transfer

The head of Iraq's governing council says expanding the council's membership might be a way to resolve the current impasse over plans to transfer sovereignty by the target date of June 30, 2004. Bush administration officials and a senior U.N. envoy are studying the possibility of general elections for a new transitional assembly. NPR's Vicky O'Hara reports.
