Afghan President Hamid Karzai told world leaders at the ongoing U.N. conference in New York that he is doing everything he can to end the Taliban insurgency, including setting up a commission to deal with reconciliation.
But he says he simply cannot accept the militants' terms, including removing certain Taliban leaders from the "black list" and making foreign forces leave Afghanistan.
His critics, however, say Karzai hasn't done enough.
