San Diego local leaders surprised by DHS' 'sanctuary jurisdiction' designation

San Diego County and four local cities are on a federal list of so-called "sanctuary jurisdictions." The Department of Homeland Security says these jurisdictions are not in compliance with federal criminal statutes. KPBS reporter Alexander Nguyen says the announcement was a surprise for local leaders.
