State Will Be Out of Money Sooner Than Expected

State Controller John Chiang says California could run out of money in February -- a month sooner than even his most pessimistic estimate.  The state's $11 billion shortfall this fiscal year could cause the state to halt funding for infrastructure projects within weeks.
