More than 1.9 million ballots for the Sept. 14 gubernatorial recall election will begin arriving as early Monday in the mailboxes of San Diego County registered voters.

Grey Zamudio, 32, was arrested last summer after the FBI received a tip regarding his social media posts, in which prosecutors say he spoke of "the need for 'vigilante militias,"' that he was "ready to die" and wanted "to crush the liberal terrorists."

The recommendation comes a day before the county will begin collecting vaccination proof from its 18,000 employees before the requirement goes into effect next Monday.

The rate of hospitalization for the unvaccinated is about 51 times higher than for those fully vaccinated — 1.01 average daily hospitalizations compared to .02, according to the data.

An outbreak of COVID-19 infections in San Diego-area jails this week left sections of the facilities under quarantine and prompted a suspension of public visits to inmates, officials reported Friday.

The San Diego County Health and Human Services Agency reported 1,700 new COVID-19 cases Friday, the most cases in a single day in the county since late January.

There were no reports of any damage or public threats related to the quake.

The plan calls for a permanent center that migrants and asylum seekers can use while they finalize travel arrangements to other parts of the country.
