Taking swift action after Thursday's San Diego City Council meeting in which a lone franchise utility bid was revealed, Mayor Todd Gloria Friday announced he was rejecting San Diego Gas & Electric's bid for the city's gas and electric utilities.

An internal investigation was underway Friday into the creation and circulation among San Diego Police Department employees of a video featuring images of Adolf Hitler and a commentary that "negatively portrays the community and department leadership" and includes a bigoted slur against Mayor Todd Gloria.

This closure is part of a series of weekend on- and off-ramp closures allowing crews to realign interchange ramps to accommodate two new carpool lanes, one in each direction, on I-5.
