San Diego's redevelopment agencies will close up shop as of today. A court ruling, supporting state legislation, decreed that property tax money can no longer be channeled into agencies dedicated to rehabilitating municipal areas. But even though the agencies are closing, their memory may linger on here in San Diego, to the tune of $4 billion of redevelopment projects. City leaders say those projects should be funded because they were approved before the ban.
