San Diego Gas & Electric added the high usage charge to its billing structure in 2017 at the behest of the California Public Utilities Commission. More than 120,000 SDG&E customers were affected by the charge last year, which is applied to a customer's bill when they use more than 400% of their base energy allowance in a given month.

This week in business: San Diego will keep Comic-Con through 2024 despite falling out of the top five cities for convention destinations, and Amazon says Prime Day sales beat out Black Friday and Cyber Monday combined.

The project will involve demolishing one of Cubic's two current buildings to make room for the two new ones while also moving adjacent utility lines. The facility will include electric vehicle charging stations, a cluster of solar panels in the parking lot, a common area for employees and a cafe and fitness center.

The FTC has voted to approve a fine of about $5 billion for Facebook over privacy violations, the Wall Street Journal reported Friday. The report cited an unnamed person familiar with the matter.
