Alan Ray: The numbers say there's an increase in the number of rapes in San Diego County. Local police say they're seeing an increase in rapes involving women who are too drunk to say "no", and that's a major factor in the overall increase in rape cases. Medical research clearly shows that alcohol reduces inhibitions, but this goes well beyond that point.
