Poet Javier Sicilia will go before the El Paso City Council on Wednesday to propose stricter regulation of gun sales. He's asking gun dealers to sign a voluntary 10-step plan that aims to prevent criminals from obtaining weapons.

Mexican drug cartels get some of their guns by paying straw purchasers in the United States to smuggle them south.
