The end of Iraq's parliamentary session looms this month, but lawmakers and experts say there's no hope that any of the measures deemed vital to moving Iraq forward will pass.
For the second year in a row, the parliament isn't even close to passing its fiscal budget, let alone approving laws that deal with reconciliation, provincial empowerment and the country's booming oil revenues.
