Democrats want to repeal big-oil subsidies and plow the money into tax incentives for renewable energy. Last year, Rep. Jim McDermott (D-WA) sponsored a similar bill that failed to pass in the Republican-controlled House. He speaks to John Ydstie about this bill's chances in a new Congress.
