President Obama on Monday made a last-ditch effort to salvage his administration's signature issue, unveiling a health care overhaul proposal that would extend insurance coverage to 31 million uninsured Americans and create a government body to monitor jaw-dropping rate increases.

The plan comes days before a White House health care summit with congressional leaders and may be his last chance to salvage health care legislation. The new White House plan would give the federal government the power to regulate the health insurance industry much like a public utility.
