The San Diego County Board of Supervisors Wednesday unanimously approved a new policy to construct affordable homes through a voucher program.

The hearing was scheduled one day after federal prosecutors stated in a court filing that the death penalty would not be pursued against Earnest, who faces more than 100 hate crime counts in his federal case.

As of late Wednesday morning, crews had the burn area of the 1,427- acre blaze, dubbed the Chaparral Fire, about 80% contained, according to Cal Fire.
