Is the City Council "Stronger" than the Mayor?
Tom Fudge: Last week, financial problems at the City of San Diego came to a head in confrontation between the mayor and the City Council. Against the mayor's strong objections, the council passed a resolution requiring the mayor to seek council approval for all budget decisions.
This dispute gets to the question of who will have the greatest influence over decisions that could solve San Diego's financial problems. It also brings into question how well the city's new "strong mayor" form of government is working.
