U.N. Secretary-General Kofi Annan announces plans to send a delegation to Iraq in hopes of mediating talks over the transfer of power from the U.S.-led occupation to an Iraqi government. Annan did not name a date for the delegation's trip to Baghdad. He said the plan relies on adequate security guarantees from the U.S. occupying authority. Hear NPR's Nick Spicer.
